Adds new or updates existing property of Tenant.

true - if property is new, or false if property will be updated

Remarks

Property which is set by this method will be inserted/updated by Tenant's implementation of Save method
Please pay attention that the list of properties will be actualized ONLY when notification about "TENANT" update will be delivered.
